«الوزارة» هى «الحكومة» بالمعنى المراد بالمادة ١٥١ عقوبات، فاذا صاح شخص علنا بألفاظ من شأنها تحريض الناس على كراهة الوزارة والازدراء بها فانه يقع تحت طائلة المادة المذكورة. (تأيد هذا الحكم استئنافيا من محكمة أسيوط الابتدائية فى ٢١ يوليه سنة ١٩٢١)

SUMMARY TRIBUNAL OF ASSIUT. 15 June 1921. MM. Tewfik Yacoub Eff. (J.) ; Wadeec Mikhail Eff. (State Rep.). STATE REPRESENTATIVE v. ABDEL MAGEED DAOUD. Offences committed by means of publication—Incitement to hatred or contempt of Government-"Government" and "Ministry."—(Arts. 148, 151 P.C.) The Ministry constitutes the "government" of the country, within the meaning of Article 151 P.C. Consequently, the act of uttering in public cries which incite to the hatred and contempt of the Ministry, falls under the terms of the above-mentioned Article. N.B.—This judgment was confirmed on appeal by Trib. App. Assiût, 21 July 1921, MM. Infractions commises par la publicité—Excitation à la haine ou au mépris du Gouvernement—" Ministère " et " Gouvernement. "—(Art. 148, 151 C.P.) Le Ministère constitue le " Gouvernement " du pays, dans le sens voulu par l'article 151 C.P. Par conséquent, le fait de proférer publiquement des cris de nature à exciter au mépris et à la haine du Ministère, tombe sous l'application de l'article susdit.
